I saw someone abandon their dog today

I was driving north on fort bend toll road and accidentally got off on Fondren… which leads to a kind of remote area. I saw a man walking back to his car while his dog was standing outside. He got in his car and drove away. The dog was maybe a husky? With beautiful black hair and clumps of gold. I wish I could have picked him up but my family is allergic to dogs. I circled around and saw the dog sitting on the road staring at the direction of his owners car. I called Harris County animal welfare and filed an abandoned pet report. Does anyone know if it will prompt someone to go check? My heart has been very heavy today. Please don't abandon your pets in the wild. Take them to a shelter.
