I live in an old neighborhood and there are a lot of “duplex” houses. Anyone know why?

I don’t know if you could classify them as duplexes, but they are small, one floor, attached 2 bedroom homes. Any clue why they would’ve been built in the 60s? Could have they been built as starter homes for couples?
