I live in an apartment and only the hot water runs brown

Would this be an issue for the apartment to fix or for the city? they're saying it's the city but it's only the hot water that's coming out brown with visible flakes of rust and they say to "let the water run for a while before using it" but it only gets worse the longer you run it lol. Not sure who to reach out to about this
