I haven’t seen our neighbor in a few weeks, I called HPD for a wellness check. His apartment is trashed though and the flies/roaches are getting to our apartment. What else should we do?

We have a downstairs neighbor in a wheelchair who we haven’t seen in a few weeks. I called our leasing office and they checked but the door is locked (main front door). However our neighbor left their porch door open and it’s been open for weeks as well. I also need to add that this person has been living there without electricity for about two months.

I called HPD for a wellness check since today the breeze was blowing their porch curtain and we saw the inside was trashed. Just garbage everywhere. There’s also a ton of flies (the large kind) on their windows.

Was calling HPD the right thing? What else can we do to help this man? I’m wondering if he’s ok?
