I am really frustrated with HCAD

i bought my home in 2020 and filed for a homestead exemption. this year i protested my taxes and come to find out the exemption has never been applied. i went up to their office and spoke with someone and they said that the mistake was on there end and that i can reapply and will be credited with back taxes.

sounds perfect, except this was 5 months ago and my second application is still pending as of today. the lady at HCAD said "maybe another 2 -6 weeks, they are training new employees"

i am beyond frustrated that nothing is happening all while im still paying a higher tax rate than i should!

does anyone know if there is an office i can visit or something to get this process pushed forward? is there literally anything i can do?
