I am not sure where to ask this but where exactly would I go to apply for disaster assistance?

I was denied regular unemployment because of not making enough money last year. A fellow redditor told me I should try applying for disaster assistance instead. However I’m a bit lost with how I’m supposed to apply for it in the first place. TWC says to apply for benefits to get disaster assistance but so far the application looks just like the application for the regular unemployment. Am I missing something here?
