Hypothetically..if we WERE to add public transport like trains how would hurricane season affect it?

Think about it. A lot of places heading in to Houston flood easily. Hell yesterday was a prime example, that was a 15 minute storm! Would the cost of the build be added with the cost of damage caused by wind, water and flood damage?
