Hypothetical legal question re HPD

Had a question that hopefully somebody on here knows an accurate answer and not just an opinion….

If I were to spot a vehicle with subdued HPD badging and California license plates, would that be something to call in from impersonating an officer or could HPD legally use this hypothetical vehicle?
