Hwy 90 Crosby freeway

I’ve been living out near Crosby for five years now and I don’t understand why the freeway ends after you get inside the beltway a couple of times before you can get to the 610 I mean, thank goodness for the Mack truck dealership which lights up one intersection, but the second one is dark and the overhead highway lights are never working. Don’t they ever fix those things and why don’t they just Make a regular freeway so you don’t have to exit and get back on the freeway. I don’t get it. That is the dangerous “freeway” not at night.
