HPD/Harris County Planes

Anyone have any idea why HPD and HCSO fly these little planes all over? They're not chasing anyone, and wouldn't be good for observation over events like a helicopter.

I see these planes every night basically, and hear them over our home as they crisscross the area.

How much money does this cost taxpayers a year?
