How were the Astros allowed to play but the Twins/Nationals games were postponed?

I’ve been trying to understand how the Astros-Tigers game (and subsequent games) went on as planned but the Nats-Mets series to open the season and now some Twins games are postponed. What the hell is the actual policy?
