How was this person able to buy a new vehicle without auto insurance?

A person crashed into my home the week before Christmas. It was a brand new 2024 Audi with paper plates. The crash report from the incident says the vehicle was uninsured. How is this even possible? Everyone I’ve spoken to about this says “No way! Not possible!”, but I have it in the certified report.
