How to resolve this? noisy neighbor

My neighbor has a party every couple of months. They usually move inside to drink after while, and leave their kids in the yard. The kids are tremendously noisy, and are left there yelling, pouncing, playing basketball well past midnight (like as of now!).

I have knocked on their door four times over the past year. But the issue has not been resolved. They sound reasonable when you talk to them. Then nothing changes.

I tried calling the HPD non emergency line, but the wait is forever. I doubt any cop will show up even if I get through.

Does anyone have any legal solutions to this? Any suggestion is appreciated.
