How to get a job as a young adult!

So long story short one of my peers is in a situation where in about seven months they might be homeless, so basically they need a job and have been struggling to get one outside of a spirit Halloween seasonal job a couple months ago. Does anybody know how someone in the 18-22 age range get an okay job in this city especially with the job market being how it is? Any advice is welcome!
