How to call attention to a dangerous intersection? Is there a proper system to highlight this area for the City to consider putting up more signage or even crosswalk lights?

Just this morning I saw a poor mom with her child almost get hit as she attempted to cross Heights Blvd/Feagan by Spotts Park.

People drive way too fast on this stretch of Heights Blvd and it's almost impossible for a pedestrian to cross safely. Spotts Park attracts a lot of people from the neighborhood and its a shame that intersection is so dangerous.
