How to avoid high traffic roads and route Friday night downtown

If I took the ground road, would it be less condensed and faster to reach sugarland? I want to be Able to go reach a destination at least within 40 minutes l… which has never been the case when taking the freeway. It takes almost 3 hours ,cuz for some reason roads get blocked?
