How low will electricity prices go down?

While researching energy prices I see people posting to look for new energy companies in the fall when prices go down but how much will they actually go down? I currently pay 9.7¢/kwh. I have an offer to re-up at 12.9¢/kwh (locked in at 24 months). Powertochoose.org currently shows a range starting around 14¢/kwh. Will I see prices dip below the 12.9¢ I'm being offered right now in a few months? One of the low price companies has a short 3 month contract (prepaid). Would the prices dip low enough to make it worthwhile to take three months contract and find another company in the fall?
