How long is the hiring process for the City of Houston?

I applied for two positions at BARC animal shelter in September, one of which I have 2x and the other 3x the required experience.

I visited shortly after just to feel out the environment, make sure I’d be comfortable there. Several employees said they don’t know anything, HR just sends people but as far as they knew no one had applied or been hired since covid and the jobs reopen every 3-4 months. It’s been 3 months now.

The lower position’s status was recently updated to ‘cancelled’ so I assume no one applied other than me. I gave the qualifications for both. My app is still being considered for the higher position.

The website says to wait for application status to change or call a phone number which rings until voicemail and I’ve left a few messages.

The lady isn’t even listed under HR staff, so I sent an email to a couple days ago asking when I should receive a status update, stating that I would really like the job.

Has anyone been hired for the City and how long did it take for you to hear back?

Edit: another job that closed the day after these two updated my status a while ago but got filled a few days ago so that’s why I was wondering.
