How long before Cleveland trades us for whomever we draft at QB?

My theory is we go Stroud, and he gets ROTY but never actually gets us over the hump, so he seems high value, but can't make it work with Houston. Watson goes down in flames with more accusations and more settlements and suspensions. Cleveland moves on and sends us a 1st rounder and a OL or something for Stroud and some WR and/or late round pick. We are basically their QB farm team at this point anyway.
