How is the IAH Metro Stop So Bad?

It is shocking how badly Metro and IAH advertise the 102 IAH express route and the lack of amenities at the stop. There is next to no signage inside the terminals, the stop is outside of the massive pickup overhang, there's no trash can, and there is a total of 6 seats.

How does one of the country's largest airports have such a poor transit stop? It's even relatively well used despite all of the factors working against it.
