How does the South Houston i-45 express lane work?

I know it's only open at certain times for HOV and toll, but it seems like the toll section closes sooner.

Since there are separate areas to drive through when you're supposed to be doing the toll, what's the soft a single driver from just driving through the HOV lane section to avoid the tolls? Or how does it know not to charge an HOV vehicle the toll?
