How does one petition local government for bike/pedestrian access near a Metro park and ride?

I live 2-3 miles away from this newly built Metro Park and Ride Garage in Missouri City. I take the bus to Downtown for Work and School. The problem is that there’s a huge highway dividing it from my neighborhood. There’s no sidewalk and let’s be real. Drivers don’t f**k with cyclists. I can’t afford a car but I have a bike and a metro Qcard lmao 🤣 please help 🥲😇🙏🏽🫶🏽
