How do I report leash law violations in Harris County?

I’ve really tried to be understanding of my neighbors letting their 3 dogs run loose in my neighborhood. I’ve tried to talk to them about it, and their response is, “They are fine. They are friendly.”

The thing is, I follow leash laws. So, when I take my dog for a walk in front of the home I own, he becomes aggressive when these dogs run up to him. Maybe they are friendly dogs, but my dog doesn’t know that. He just knows he is restrained and 3 large animals are running up to him unrestrained, so he gets defensive. I don’t blame him.

These dogs also constantly use the bathroom in my front yard, and the owners have never once picked any of it up.

They also let these dogs sit on my front porch and bark at my dog through the window. At all hours of the day. It’s not easy when I’m trying to manage working from home.

This has been going on for a couple of years now. I have a backyard, and let my dog out there, but I now need fence repair. I’ve decided to wait to repair it until after hurricane season, just in case we get a hurricane, so I don’t have to repair it twice in a matter of months.

He loves going for walks, so I load him up in the car to go to our neighborhood park once a day, just to take him for a walk without us having to deal with these off leash dogs, but that is just not manageable multiple times a day. Now that the fence is broken. Especially when I own my own home and should have a reasonable expectation that I can take my dog for a walk in my own front yard.

My last straw was today, when I had an elderly guest over. They ran up to her as she exited her vehicle, in my driveway, and knocked her over. Luckily, she wasn’t hurt, but I’ve had enough. (I encouraged her to file a police report, but she didn’t want to.)

My HOA has only ever responded with ”Follow up with the county leash laws.” I am outside of Houston city limits, but I am still in Harris County. (For reference, I am in a master planned community, so it’s not like I’m living in the country.)

Does anyone know who I can report these people to, and how to do so? I hate to be a Karen, but I should be able to have people over and take my dog for a walk without an unnecessary amount of stress and worry because others are irresponsible with their pets.
