How do I report a traffic light that’s too short?

Who do I talk to in regards to fixing a extremely short traffic light in a high volume area?

Everyday the traffic light on holly hall and alameda dang near makes me late for work, and before anybody comes in and say I should leave earlier I do but It makes absolutely no sense for this light to take 10mins to go through. It literally changes in 3secs which causes an insane amount of traffic everyday at all times of the day
