How do I properly file a complaint towards a halfway house?

I’ve called every 1-800 number Houston has to give me, but I can’t seem to find the right number. I’m trying to place a complaint against a halfway house (in Houston, names not given for privacy) specifically meant for adult addicts but cannot seem to find the correct number to call to file a complaint, does anyone know the best number to call to get an appropriate response?
