How do I get an appointment at the Italian consulate in Houston? There are never any free times.

I've been trying to get an appointment for "Citizenship by descent" since January of this year, not exaggerating. I'm on the website for the consulate and I check twice a day, trying to book an appointment. But there's never an open spot, I always get the message "Sorry, all appointments for this service are currently booked. Please check again tomorrow for cancellations or new appointments."

I've sent an email to the address listed next to the booking link, and the response is always just an auto-response with general information. I can't find any phone number to call either.

Does anyone know how I can make an appointment? Do I need to go through some 3rd party service? Why TF is there never an available appt slot ?
