How do I build a home in Houston?

Do I have to be a certified general contractor? I need to hit up the website and get a build permit right?

Before all this ensure my lot is ready to be built on , underneath the ground electricity can be routed, the sewage connects, etc.

Im looking at buying a lot in the city limits and was wondering what steps were next to start building. Thank you fellows
