How come we haven’t seen many instances of organized retail theft in Houston?

To my knowledge, there haven't been too many instances of organized retail theft or flash mob looting in the Houston metro area (or Texas for that matter). This is something to be proud of, IMHO. Why do you think that is?

EDIT: I suspect it's due to Tex. Penal Code § 31.16. Organized Retail Theft which (I'm not going to discuss it in detail) has some actual teeth in getting people who commit this kind of crime stamped as felons.
