HOV Lane on 59/69.

The HOV lane on SW Fwy 59 is both toll and HOV. It’s closed to Toll paying passengers during certain hours and only allows HOV passengers during those hours. I’m curious about how do they enforce this rule? Is it through cameras? Has any single rider gotten a ticket for using HOV when it was closed for toll?
