Houston water changed?

We live in some condos off if Westheimer and Augusta and have noticed in the last year and a half brown stains in our toilets have started to appear. The come back after cleaning. We used to not have any hard water stains like this in the toilet. Nothing has changed on our end. Has anyone noticed a change in the Houston water?
