Houston vets that take surrenders

Im 19 and have 2 cats that were recently my mother’s. Once I moved out to college I she told me I had to take them or they were going to the shelter. I loved my cats so I took them, but then quickly realized I cannot take care of them. I’m barely able to afford rent and one of them has come up sick. He is barely peeing and when he is its blood. Everywhere I’ve searched is telling me to immediately take him to the emergency vet. I don’t have any money at all, I could barely afford tacos at jack in the box last night. I was already planning to surrender them, so they could get adopted into a good family who can take care of them properly. I looked into insurance but they have a 14 day wait policy. I asked my dad for money but he cannot give me any. I’m scared because I do not want him to die or be in pain. Does anyone know what I can do. I know there are some Veterinarians who will intake sick animals if the owner cannot pay for treatment. Does anyone know where they are?
