Houston Real Estate/housing question

There is a project to build another government housing property in EaDo. I was wondering if anyone knew of or could suggest a real estate lawyer that could look into the legality of this. A few neighbors and I were open to paying retainer fees, but we dont know who to contact so I thought I would ask here.

There are already 2 government housing properties in this area. This third one is still in the planning stage. The neighborhood would like to see if there is any way to protest this. Someone had told me there is a law in place that states these cant be within a certain mile radius if each other, but I cant find any of these rules online.

We delayed it a couple times by going to the city hall hearings, but it seems the project owners have pretty good relationships with Mayor Turner.
