Houston Parks and Recreation accidentally cut down my tree?

This happened two weeks ago. It wasn’t a good looking tree, but it was my tree.

https://imgur.com/a/1JN6WpR It was there in the morning and was gone when I came home in the evening. Next day, I checked with neighbors and no one saw who did the work. The tree does kind of border the city’s right of way. Determined to get to the root of this mystery, I called 3-1-1 to inquire about it. I was told there was no report or record of any tree removal work at or near my address. At this point, I was stumped. Either the city did it or someone paid a lot of money to get it cut and removed.
