Houston isd takeover

Explain to me like I’m 5, how an unelected official can basically turn one of the biggest school districts into a shitshow and everyone’s response is ‘don’t put your child in hisd’. How do we organize to get rid of him? Or make hisd better? I don’t think putting all our children in private school is the answer. Also I don’t think it’s an option for a lot of people. I just wanna understand better.
