Houston in the 1940s?

Random question: has the stretch of West Hamilton St (I'm looking at 201 on Google street view) ever been a nice, even lower-middle class place to live? It's very rough now.

Reason I ask: my mother's dad, long deceased, lived there in 1942. I saw his draft card on an ancestor site. He was unemployed, had 2 kids (1 was my mom) and a very young wife. Street view shows older dates, and shows the "house" they lived in (from April 2011). He listed a family friend a Mrs GM Halliburton, who lived on the same street nearby.

This is the first time I've seen where my mom was likely born, and lived for the first few years of her life, and the image of the house is emotional.
