Houston Crime-HPD is a big part of the problem
In 2022 I had my small business broken into and some damage caused and a bit of money taken. HPD showed up within around 40 minutes at around 4 am but I beat them there despite living quite a distance away. Had some camera footage but nothing great. I asked if they were going to take pictures or any other evidence such as the obvious prints on some glass. They said no they had body cams on and a detective would call me first thing in the morning. No detective called me of course and tried 4 or 5 times calling them and got the run around. I increase my security system, added cameras, and the shopping center got a part time security guard.
Derecho hits and guess what… No power=no security system. Business was broken in the day before the power got turned on. They took a few hundred dollars but cause around 20k in damage. Cops took fours hours to show up. They blamed shift relief. Same answer detective would call me. I said funny y'all said the same thing last time and they laughed and said well good luck just pester them a lot and someone will call you. Called and called and the person answering the phone said it has not been assigned to a detective. I said I wanted to talk to a Sgt. or Lt. I am promptly transferred to a voice mail and always leave one. Can you guess who has called me back 3 weeks later? No one. Well my insurance won't pay out until I get a police report.
My security guard says neighborhood people say the culprit is X person who drives X car and they live at X house. I have a picture of the car sitting in the driveway with no license plate. Could some of my stuff have been in that house? Probably. Does HPD care? Nope. /rant
TLDR: HPD is a joke and the detectives are worse. Stop letting HPD blame the judges for all of the crime when they won't even do their jobs.
