Houston City Council

44% of Houston's population is identified as Hispanic or Latino and is the largest ethnic group in Houston (source: Wikipedia). There are 16 City Council members. Only two appear to be Hispanic or Latino: Karla Cisneros and Robert Gallegos. I am asking the following questions in order to understand the situation. Why is there not more Hispanic or Latino Council members? Is it the result of gerrymandering?
