Houston a high cost of living area?

I’ve never considered Houston to be a HCOL but apparently some people think it is.

I know that inside the loop would probably be considered a HCOL but I take into consideration all of the suburbs and when you factor those in I think Houston is one of the most affordable places to live…though I know it’s gotten extremely expensive lately..I still consider this area a LCOL

So what say you? Do you think Houston is a HCOL area? And do you consider the suburbs into your opinion?
