Housing question for those with limited finances

I have a friend who lives in Texas that is 60 years old with limited financial means. I don't know how to really help her except to ask for the Reddit community to recommend some websites to get her started.

Is this a good website to get started? https://www.hud.gov/states/texas/renting

Not sure if Section 8 is the route to recommend. Any insights to the process?
