Honestly is it time to start over?

Given the state of the team with no real immediate future for several years due to past bad trades and bad talent, is it time to just wash the slate clean and try to overhaul everything? You don't pick until the 3rd round this year so you're not likely to add game changing talent this year. Watt is aging and may not complete a whole season. Salary cap is a problem. Do you deal Watson and Watt and try to bring in picks and talent and start fresh with a QB on a rookie salary? Otherwise do you spend the next 4-5 years with a franchise QB with not enough talent around him to do anything substantial?
