Homeless family

I’ve passed this area by NRG for two major concerts and I’ve seen a family with children on the side of the road. They’re by a bus stop and have a shopping cart with a toddler in it. Then two other young boys. Does anyone know if they’re always there or only there after busy concerts? Calling CPS seems like the best choice regardless, but it’s concerning.
