HOA wants to fine us for generator

We lost power on Monday at 5 am and didn’t get it back until yesterday afternoon. Thank goodness we were able to borrow a generator to power the fridge and a few fans. Today we get an email from our HOA and landlord that we are being fined for having hazardous materials on our property (propane to run the generator). Is there anything we can do? I feel like this was an emergency situation?
