HOA wants the sidewalk in front of our home to get repaired. Who is responsible for paying it?

We recieved a letter from HOA that our sidewalk should be repaired and to go to our precinct website to request that service. The sidewalk is sticking up making it a tripping hazard. I believe there might be some tree roots underneath (from a tree not planted by us) that are pushing it up. The fact that they want me to go to the precinct website to request the service makes me think we wouldnt be responsible for paying it but I'm not sure. Its confusing to me. We have reached out to HOA in regards to who would be financially responsible for the repair and have not gotten a clear answer from them.
