Hit and Run / Road Rage Incident on Gulf Freeway NB 45 and Niles @5:30pm

Today around 5:30 I witnessed what I believe was a premeditated or road rage incident. I saw a silver suv/crossover speeding through traffic and weaving dangerously heading NB on gulf freeway in Webster. I thought nothing of it at the time because this isnt remarkable in and of itself but perhaps 10 minutes later I saw the weaving vehicle parked on the right shoulder just before the sims bayou. I thought it was odd to see the weaving vehicle stopped but again not particularly remarkable. After passing it i saw it in my rearview mirror rejoin traffic, this time weaving much more dangerously and cutting vehicles off. About 200 years and a few second later I saw it cut off several cars and saw a vehicle careen across all the lanes and into the center divider hitting at least 1 other car in the process. I did not see the vehicle which was weaving at the scene of the accident which leaves me to believe they fled the scene.

This event concerns me as it appears that the silver suv may have been pursuing another vehicle, then got ahead of them, waited on the shoulder for them to catch up, then intentionally ran them off the road.
