Help with getting Bank of America footage?

A couple months ago, my dad was robbed after going to the bank. He withdrew a large amount of money, was followed to work, and within 30 seconds of leaving his car, the thief broke into his car and stole the money. We have footage of the break-in from an adjacent business’ security footage, but are unable to make out the license plate number or much details from the thief.

We’ve been trying to get the footage from Bank of America but they told us they only take request from police. The police subpoenaed them, but they never responded, and so now we were recently told the case was closed.

We’re wonder what, if anything, we can do from here. Is this really the end of the road? We feel pretty confident that if we could get the footage from Bank of America, the. we could probably ID the thief and the licence plate number, so it’s pretty frustrating that they can just, for whatever reason, decide to ignore the subpoena and the police just give up.
