Help With Figuring Out A Sticker

I recently found a weathered sticker on a traffic light pole near HCC Central Campus. The sticker used to be common in the part of Houston that I use to go around a lot (Which is the Southwestern part of the city near Hilcroft & 90 Alternate). The sticker says "The Black YouTube." Does anyone else remember or know of it? And if so, what's it referring to?
