Help with emergency SNAP assistence

Hi houston, I'm trying to get the emergency snap benefits for myself and my mother, calling 2-1-1 does not put me through to anyone (the line doesn't even ring, just goes straight to silence) and the form provided on the website doesn't ever load on my phone. The websites states that I don't have to go to an office…but should I just go to the HHSC office? I just don't want to waste my time and be turned away. All i want is the emergency benefits to buy food/groceries for my household and my mothers. Is there any other points of contact where I can reach someone about this??
