Help w/ neighbor

Neighbor sent me a letter. They're replacing the back fence that separates our homes and is requesting I pay half for the shared fence. He sent me quotes from the company and it's about $1023, so my half would be $511.50. He also offered I could pay that in 6 months installments if that's more affordable. Thoughts? Am I entitled to pay for this? Thank you
