Help for sister.

We just found out my sister has been using meth for about 2 months. She wants to get help but she has nothing. She is staying with my mother at the moment, no job, no money no health insurance. Is there any organizations that will help? She needs help for her mental health as well, she is bipolar and has severe ADHD and has been unmedicated for about 2 years which is taking a toll on her. She lives in Waller county. Appreciate any help you can offer I am at a loss of what to do to help
