Help Finding Mechanical Designer and/or Metal Fabricator for a Small Project

Am looking for some design and fabrication assistance for a small scale project to build a snow ski rack using a tubular ‘conduit carrier’ concept.

Specifically assistance with designing/fabricating a bracket that would allow the tube to be clamped and locked to Yakima style luggage rack crossbars.

Assistance with a locking closure at one end would be a need also. There are numerous products on the market already but none sized for 10” pvc tubes that I am aware of.
